Recruitment through selection is the primary process
through which bureaucracy acquires its human resource.
It
is
considered to
be
a perceptive procedure
in
a personnel
system,
for
the quality
of
the original choice eventually
decides the level
of
efficiency
and·
success
of
an
organisations Competency assessment
in
the recruitment
process
of
the civil servants
is
the
basic structure on which
country
s
development and well-being stand.
The
talent thus
recruited needs to be farther honed by structured training
programme on the basis
of
a scientific need assessment
for
in-service training. This
article
endeavours to
underscore the issues involved
in
the recruitment, training
and career advancement
of
the Indian civil service by
strategically putting in place a competency assessment
framework.
IN SIMPLE terms, competency means capacity and qualities to achieve
any objective
in
a desirable manner.
It
can not be denied that all
of
us
would like to have competency in every sphere
of
our life. Competency
is without doubt regarded as a very valuable and desirable characteristic
in any person, as well as, any organisation.
However, its relevance increases tremendously in Administration, which
deals with both personnel and organisation. The focus
of
this article is
confined to public administration, i.e., administration in government. When
we talk
of
government administration, a very vast image is formed,
comprising
of
a large number
of
components like service, delivery, planning,
_ monitoring, production, management, control, budgeting, etc. But
if
we
objectively look at any
of
these components, we would find that human
resource is one parameter, which is significantly omnipresent.
In
spite
of
all
emphasis on e-Govemance, public administration is still largely dependent
on its human resources. Therefore, the requirement
