expertise in the chosen domain. It
requires continuous improvement
in
the system
of
appraisal
of
performance, empanelment, promotion and placement
of
competent, honest
and
dedicated officers in crucial
positions. Prescribing appropriate standards and routines
in recruitment, training and promotions and making use
of
competency framework
for
this purpose may go a long
way in effecting the required and long overdue changes
and refonns.
