There are
two
goals
of
Sarva
Shiksha
Abhiyaan
(SSA):
universal enrolment
and
universal retention. Enrolment
and
retention in elementary education system depend upon various
educational
and
socio-economic factors. The present article is a
quantitative analysis
of
enrolment
and
dropout rates caused
by
various educational variables referred to as factors here. The
major findings are that approach
of
school from home, single-
teacher school, and absence
of
trained teachers are the main
reasons affecting enrolment
and
dropout rates in Rajasthan.
By
controlling these three educational variables, dropout rate can
be reduced
by
20
per
cent
and
enrolment rate can be increased
by
I 0
per
cent in the State. The data
for
enrolment
and
dropout
rates
and
many
other educational variables across the State
are considered
for
the session 2010-11 in the study.
INTRODUCTION
POVERTY AND illiteracy are the two major evils for any society. Many
researchers (Mukherjee, 2011 and Basumatary, 2012) have already proved
that poverty is the main cause
of
illiteracy and others have shown that
illiteracy is one
of
the most important causes
of
poverty.
According
to
UNESCO,
literacy
is
universally
linked
with
poverty
reduction, economic growth and wealth creation. A map
of
areas
of
high
illiteracy in the world corresponds quite closely with a map
of
high levels
.of poverty. Literacy is the key to unlocking the cycle
of
poverty (Bokova
and Bush, 2012).
Sajjad, Iqbal, Siddiqui & Siddiqui (20 I 2) opine that the Government
of
India has floated a large number
of
schemes since Independence to alleviate
poverty
but
it has not made any real dent in the reduction
of
poverty.
