The article endevours to regenerate the sense
of
honour and
rejuvenation
of
women in the truest sense
of
term. The
methodology
of
implementation has also been advocated
for
realism and fundamental thought currents
for
highest sense
of
manifestation
of
the perfection. The administrative fulcrum
has been pioneered in a scientific tool
of
comprehension and
thrust.
INTRODUCTION
EMPOWERMENT OF women is a subject in discourse since the past few
decades.1 Further it is being discussed very intensively in the context
of
rural India and more particularly it
is
seriously viewed, and pursued after
the enactment
of
the
73ro
Amendment to the Constitution
of
India
as
the
historic
amendment
has
brought
a critical mass
of
elected
women
representatives to the rural Jocal governance institutions and thereby the
empowerment process will be accelerated. It is to be noted here that since
Indian society is being hierarchical and patriarchal achieving, equity and
equality are the difficult tasks. Further the feudal mindset acts
as
hindrance
to the process
of
transformation. In this context one can expect a conflict
between Constitutional provision and community practices when local
governance system is established as per the mandate
of
the
73n1
Amendment
to the Constitution
of
India and operationalised the main provisions
of
the
Amendment. Despite the obstacles and barriers the new system raises hope
that it would deliver better results
as
it is a responsible, responsive and
