BACKGROUND
IN 2011, the Department
of
Social Justice and Empowerment, Government
of
India came up with Navjivan Yojana for upliftment
of
those communities
which were engaged in manufacture
of
illicit liquor. One component
of
this
programme pertained to education
of
the children
of
these communities in
private institutions, under which initially children
of
Sansi community in Pali
city (whose parents were booked under Excise Act for illicit liquor-related
activities) were enrolled in private schools (wherein the private school was
compensated for each such enrolment
by
the government). Later the scope
was expanded to cover not only the complete Sansi community but also

other castes (SCs and OB Cs). Currently, the strength
of
students under the
programme is 850 in Pali city primarily in three PPP schools.
Query
Are the students in PPP model schools better
or
worse
off
than the
students in the government school in the same locality?
Methodology
NGO, Pratham, was roped
in
to
answer the question for district administration.
They conducted an oral examination
of
the
students from
two
of
the PPP schools
and the government school
in
the locality
in
the month
of
April, 2015. The areas
of
oral examination were Hindi language, Hindi comprehension, Mathematics and
English. The details
