Thus,
in
the era
of
growing interdependence with increasing
global and local interface, nations get drawn towards
mutual vulnerability, as their domestic and international
micro and macro security concerns become interconnected.
International organisations seizing on such an emerging
global consciousness
start
propelling various ideas
including the emphasis on 'good governance' . Would it
be possible
to
devise a global public service which can be
ready
to
handle such global issues? Such a public service
would
be
expected
to
exhibit a sense
of
commitment
to
global
common
good
and
being supportive
of
basic
moral
principles and believe in the shared causes
of
poverty-
alleviation, environmental protection, human rights, and
well-being
of
all. Here is an attempt to examine certain
challenges created due to globalisation, and why do we
need a global public service.
I
THE CONTEXT
THE GENERATION
of
public servants born before the World War II
had the view that they were to serve the public and society as a part
of
their duty. However, by the end
of
the 20
1h
Century we found that the
world
of
public affairs changed so much so that the business world
mentality and the 'bottom line' accounting took over the entire system
whereby achieving results without caring for the means used and
procedures
followed
,became the
raison
d,
etre
of
governance.
Nevertheless, by the end
of
the 20
1
h
Century, various global issues such
as
continuing poverty, world-wide climatic changes, Tsunami and other
natural disasters, ethnic wars, terrorism, world trade restrictions, diseases
like SARS,
HINI,
and HIV/AIDS, and the economic downtrend which
