In
a democratic state, the sphere
of
welfare and development
activities has expanded much more and their success depends
upon the quality
of
persons engaged in public fu.nctioning.
India being a democratic country has launched a variety
of
welfare and development schemes
for
the well being
of
people,
but most
of
the schemes and programmes failed to attain the
desired goals despite
of
infu.sion
of
huge resources due to
prevailing mal-governance. Many among constitutional and
statutory
functionaries
lack commitment, integrity
and
sincerity
of
the purpose, which results in corruption, nepotism,
poor performance and decline
of
public faith in the rulers
of
the day. That's why ethical governance is required as a
potential remedy to most
of
the problems being faced by the
country.
INTRODUCTION
A GOVERNMENT is known by the quality
of
services, it renders to the
citizen. Accordingly, the governments or rulers have been designated as
good
or
bad, fair
or
foul, divinely
or
devilish since ages. The aim
of
the
present democratic governments is the welfare and development
of
the
citizens so that they can enjoy
j,Ustice,
equality, liberty, security and other
human rights without any exception. No doubt, remarkable progress has
been made in all spheres
of
human life varying from science and technology
to economic development and consumption level.
In
spite
of
it, a sharp
decline has been noticed in the value system in the society in general and
politico-administrative set-up in particular in the country in the last three
decades. The erosion
of
ethics and values from governance

into
a
number
of
problems
like
corruption,
nepotism,
favouritism,
opportunism delay

grievance redressal and service disposal, decline
of
effieacy and effectiveness in administration, lack
of
credibility
of
governing
