The performance
of
Public Sector Undertakings is s testimony
of
efficient governance system
of
India. Maharatna
and
Navratna enterprises are examples
of
good
and
ethical
governance with very high standards
of
conduct
of
business
as well as making huge contributions
to
the national exchequer.
It is possible only because
of
ethical governance, best practices
of
the management being followed and a strict code
of
conduct.
Most
of
these enterprises are listed among Fortune
500
companies
of
the world
and
have made a strong global
presence. Maharatna and Navratna are living examples
of
ethically managed enterprises in an otherwise corrupt and
ineffective government administrative setup.
INTRODUCTION
'ETIIlCAL GOVERNANCE' is quite often referred to
as
a comparatively
newer and modem term, which has emerged in 'Corporate Governance'
era, in most parts
of
the world, including India. The term, as a concept, is
in fact very ancient, particularly in India.
Traces
of
ethics in administration and society are found in old and
holy scriptures like Vedas and Upnishads. The concept
of
'Ram Rajya' or
'Maryada Purshottam' king are found in Ramayana. 'Dharamraj' was a
title for Yudhishtra because
of
his high character and morality. Other ancient
mentions are found in Kautilaya's Arthshastra and kingdom
of
Ashoka.
Even in medieval period's saints and sages like Guru Nanak, Kabir, Baba
Farid and many others had preached ethics in their own
way.
Mughal kings
like Akbar and
Sher
Shah Suri had set various examples
of
ethical
governance or good governance. Later on some administrative and social
reforms like abolition
of
Sati Pratha, etc. are examples during British Rule.
