Policy reforms in India have focused on liberalising
t~~
economy
and
reducing the role
of
an
overextended
government in order to move the economy to a higher
growth trajectory. For a country to reap the benefits
of
global market integration, the role
of
the state
and
the
quality
of
its policy formulation
and
implementation is
critical. Decision making in such a milieu has become
extremely complex and requires an extensive knowledge
base among civil services. There is a need
for
dedicated
and specialized institutions in the area
of
policy research
based on obtaining the socio-economic, global, market
driven
factors
that
impact
growth
and
development
paradigm.
THE BACKGROUND
THE CENTRE for Micro Planning and Regional Studies was established
as a part
of
the Lal Bahadur Shastri National Academy
of
Administration
(LBSNAA) to provide training inputs at the induction level in the area
of
District
planning
because
of
the
73rd
and 74

Amendments to the
Constitution. This was also the time when the Department
of
Personnel
and Training (DoPT) was actively developing a blue print for a capacity
building programme on economic reforms. In a manner
of
speaking, the
efforts
of
the DoPT and the LBSNAA at that time may be taken as a
starting point in focussed capacity building among senior civil
servant~
in
the arena
of
economic reforms.
The interest
of
the Academy in unfolding new economic policy relates
to .the ways in which it may affect state administration. A number
of
in-
service programmes with a focus on the New Economic Policy were
organised by the Academy from 1992 onwards. However, the change in
economic policy is
of
recent origin in
India-there
still is a debate going on
