CIVIL SERVICE TRAINING : THE CHANGING NEED

Training is a process
of
socialisation
and
professionalisation
of
the Civil Service. While referring to the British and French
civil service training, this article emphasises the civil service
training
in
India, its changing need with referrence
to
the
emerging problems and
cha_llenges
faced by the Indian society
in
which administrators act as change agents.

What Training Means?
TRAINING IS a process
of
socialisation and professionalisation
of
the
civil service. The word "training" means some sort
of
professional rather
than general training and education. Training is, in fact, one
of
the primary
means by which administrative capital
is
created. Administration requires
a multi-disciplinary as well as clinical approach.
Training proposals often emphasise the need
of
higher administrative
level
and
neglect
the
lower
functionaries
who
actually
perform
implementation tasks. Facilities to train such persons should be included
in
any educational and training programme.
To
serve the needs
of
many categories
of
development personnel, a
variety
of
programmes are
needed-some
international, but most national
and even local. Each nation has its own peculiar development needs, and
training resources; thus, it must determine those programmes, most suitable
for its own national advancement. The objective
of
training should be to
meet the requirement
of
pre-service and in-service preparation through a
combination
of
internal and external education and training.
The training has a vital role in the development
of
a civil servant.
