In
the present dispensation
of
decentralised democracy
Gram
Panchayat
is
poised
as the
nerve
centre
for
transformation
of
the village communities. In every
Panchayat
the
president
and
the
secretary
of
Gram
Panchayat are the nodal officials
for
coordinating the
activities
of
the government departments at the community
level. An attempt
is
made here to evaluate the competency
level
of
leaders
and
functionalities
of
the grassroots
governance at the village level and suggest ways and means
to improve the same through a
process
of
evolving
competency framework
for
their capacity building. It is
suggested that this exercise can be done through a process
of
identifying suitable modules for changing mindset and
work culture
of
these functionaries.
INTRODUCTION
DELIVERY OF service
to
the people will be effective and efficient
if
it
is done professionally with a sense
of
commitment and pride.
To
achieve
professionalism, commitment and pride among the service providers, a
number
of
steps are needed
to
be taken starting from recruitment to in-
service training, including career development opportunities. Public
Administration becomes development administration in the developing
countries. The development administration is undergoing a sea change
in the market driven neo-liberal era. State and market both seem
to
have failed in providiIJ.g good
governance-driven
development
administration leaving the world in search
of
new alternatives. During
the course
of
searching alternative people-centric governance, people-
centric development and people-centric administration have been
suggested with a focus to humanise governance and administration.
