Decision: M.L. Sharma, C.I.C. FACTS 1. The matter is heard today dated 8.3.2011. Appellant present. The Ministry is represented by Shri Mahadev Lakra, Director and Shri Prabhkar Prasad, Assistant Director. The parties are heard and records perused. 2. The matter, in short, is that the Appellant had sought information regarding the training programmes organised by Ministry at Dhanbad and surrounding areas in 2008-09 and 2009-10. The CPIO had provided 2144 pages against payment of Rs. 4288/- regarding the programmes in question. However, during the hearing the Appellant makes the following submission: (1) The material supplied to him was short by 345 pages; (2) The CPIO provided bunch of disjointed papers of which he can make no sense. 3. Shri Lakra contests this claim. We, however, find that the Appellant is a labour leader and has sought the requisite information as a labour welfare measure. We find merit in the Appellant''s submission that charging Rs. 4288/- from him has put undue strain on the resources of the Labour Union and, further that he is entitled to free information as it was not supplied in 30 days time. 4. In the appeal memo filed before the Commission, the Appellant has pointed out the following infirmities in the material supplied to him: i) The CPIO has provided manipulated information with 345 pages short in between 2144 pages, the details of which is mentioned in annexure-7 point no. (iii). ii) The CPIO has not provided the information on the serial number of the training programmes conducted by two out of three officials namely, Shri Prabhakar Prasad and Shri Suit Kumar. (Annexure-7, page-3, point No. v). iii) The CPO has not provided the information on point (C) on page No. 108 on MDP conducted by Shri Sujit Kumar.
