1. M/s Aastha Enterprises of Delhi filed an RTI-application with the Public Information Officer, Northern Railway, New Delhi, on 2 April 2007, seeking release of an amount of Rs. 1,30,425/- held up with the Northern Railways.

2. Not getting any reply from the PIO, the Applicant filed first appeal on 6 August 2007 and thereafter approached the Central Information Commission with a complaint on 18 September 2007.
