This is an application for initiating contempt proceedings against Respondent No.1 for willfully disobeying order dated 18.2.2015 passed in Writ Appeal No. 24/ 2015 by a Division Bench of this Court.

The petitioner had donated his land to Government free of cost for construction of Administrative Circle (Circle Headquarter) at Kamru area, Bagra village, West Siang District on a condition that in case of any Government work on the said plot of land, he shall be awarded the construction work. The petitioner, however, in Writ Appeal No. 24/ 2015 claimed that apart from the land he donated, his another land has been used for construction of Arunachal Pradesh Trans Highway without any payment of compensation by the Government.
