Hak untu k memperoleh informasi sesuai a manat Pasal 28F UUD 19 45 belum terlaksana secara maksimal, ditunjukk an
dengan sulitnya masyarakat mengakses info rmasi publik karena belum ditunjuknya PPID pada badan publik. Penunjukan
PPID wajib untuk seluruh badan publik, ditegaskan dalam Peraturan Pemerintah No. 61 Tahun 2010 tentang Pelaksanaan
Undang-Undang No. 14 Tahun 2008 tentang Keterbukaan Informasi Publik. Tujuan penelitian ini adalah untuk
mendeskripsikan urgensi serta menemukan kendala dalam penunjukan PPID. Penelitian ini menggunakan metode penelitian
kualitatif. Untuk menganalisa data, peneliti menggunakan tahapan pengumpulan data, reduksi data, penyajian data dan
penarikan kesimpulan. Hasil penelitian di Kota Semarang menunjukkan bahwa urgensi penunjukkan PPID terdapat dua
faktor, yaitu urgensi normatif dan urgensi sosiologis. Urgensi normatif berupa desakan UU dan urgensi sosiolog is berupa
kebutuhan masyarakat akan informasi. Kendala dalam penunjukkan PPID adalah kendala intern yang berasal dari badan
publik yang berupa budaya tertutup dan birokrasi yang buruk serta kurangnya kapasitas personel yang menjadi PPID .
Kendala ekstern yaitu dari masyarakat pengguna informasi karena masyarakat tidak mengerti fungsi PPID. Kendala dapat
diatasi dengan m enggunakan model penanganan berupa Sosialisasi dan Pelatihan (PPID/Badan Publik dan Masyarakat),
Asistensi untuk Masyarakat dan Ancaman Sengketa Informasi.

The right to obtain information as mandated by Article 28F of the 1945. Constitution has not been implemented to full
potential itself, it’s indicated by some difficulty from the public to access public information because PPID has not been
appointed in public agency. Appointment of PPID is mandatory for all public agencies which outlined i n Govern ment
Regulation No. 61 on 2010 about the Implementation of Law No. 14 of 2008 that mention about the transparency of Public
Information. The problem in this research is how the urgency of the appointment of PPID and the constraints of PPID
appointment on public agency in the city of Semarang. The purpose of this research was to describe th e urgency as well as fin d
any obstacles in the appointment of PPID. This research used qu alitative research methods to analyze the data and the author
used the stages of data collection, data reduction, data presentation and conclusion or verification. The results showed that in
the city of Semarang, there are two factors urgency on PPID appointment, namely urgency normative and sociological
importance. Urgency normative forms a p ressure laws and urgency sociological form a community needs for information.
There are obstacles during this appointment of PPID such a internal constraints which derived from the public agency in the
form of a cl osed cul ture, bad bureaucracy and lack the capacity to PPID. The external constraints coming from public
information users who do not understand the function of P PID. These obstacles c an be ove rcome by using a model of
management in the form of Socialization and Training (PPID / public agencies and the public itself), Community Assistance
and the Threat of Disputable Information.
