Social Impact of Corporate
Social Responsibility:
A Case Study of
Selected Public
Sector Undertakings
Anupam De1
Abstract
This study analyses the social impact of Corporate Social Responsibility (CSR)
spending undertaken by the major Public Sector Undertakings (PSUs) in India. An
attempt has been made to measure the social impact of CSR spending on selected
PSUs by taking suitable proxies. A comparative study of the social impact of the
selected PSUs with respect to CSR spending has been made by four-quadrant
approach, taking high and low CSR spending and high and low social impact after
normalising the data. Multiple regression analysis is used to measure the social
impacts of different CSR activities. CSR activities have been ranked in terms of
their social impact.

Introduction
Corporate Social Responsibility (CSR) can be referred to as a private interna-
tional business’ self-regulating exercise implemented by rms by making a con-
scious eort and operating in a way that makes them socially responsible and
accountable—to themselves and to their stakeholders (namely owners, employ-
ees, customers and local community), and to the public at large. These include
policies and practices undertaken, which have other pro-social, moral and ethical
goals, apart from the prot-maximising motives of the corporations.

CSR can be depicted as an amalgamation of three ‘Ps’—planet, people and
prot—which reect the basic ideology behind this practice. The synthesis of
these three ‘Ps’ is necessary for all-inclusive growth, which can simultaneously
reap business rewards as well as societal benets (Figure 1).
The concept of CSR is not something new in India. During the 1850s, shippers
shared the riches accumulated in the course of their voyages for religious pur-
poses, and traders engaged in philanthropic activities where they generously con-
tributed during a crisis, such as epidemics or droughts. In the 19th century, we
have observed industrialisation pioneers devoting a considerable portion of their
prots for the betterment of society. In the 20th century, there were some addi-
tional reasons for CSR by the public sector units and private enterprises. These
reasons include the following:
1. boosting their brand reputation while adhering to laws and regulations;
2. boosting their brand reputation by giving focus to moral consumerism,
where compliance with moral obligations by the companies favours the
buying choices of the consumers;
3. attracting a better workforce since prospective employees feel more con-
nected to an ethically responsible organisation;
4. giving rose colour to the firm’s profit motive and aggressive approach to
acquire more market power with donations and charity work.
In 2014, India became the rst nation to impose a legal mandate (according to
Section 135 of the Companies Act, 2013), causing listed companies with a certain
pre-determined level of protability and turnover to devote 2% of their net prot
(average of the past 3 years) earned on CSR initiatives and practices.
Suggested areas of activities under the umbrella term of CSR (as per Schedule
VII of the Indian Constitution) comprise promoting preventive healthcare and
