1. Shri Ziley Singh of 182, Village Tekhand, New Delhi, applied to the PIO, College of Vocational Studies, Sheikh Sarai - II, New Delhi, on 17th February 2006 seeking information about his status on 12th August 1986 onwards of his service as Junior Assistant Teacher. He also wanted to know whether prior approval of the College Governing Body was obtained for termination of his services and desired to have a copy of the minutes of the Governing Body meeting held on 29th April 2003. The PIO of the College sent a reply to him on 20th March 2006 wherein he supplied theinformation as required by him. The Appellant was not satisfied with the reply and filed the first appeal on 29th March 2006. The Appellate Authority disposed of his application on 27th April 2006 wherein he upheld the reply given by the PIO. Still dissatisfied, the Appellant filed the second appeal with the Commission on 2nd May 2006. The Commission issued notice for hearing of the matter on 21st September 2006 and issued notice to the parties for appearance.

2. The bench of Dr. O.P. Kejariwal, Information Commissioner heard the matter. Dr. Inderjeet Dagar, Principal of the College accompanied by Dr. Kuldeep Ahuja, PIO and Shri K.K. Sharma, APIO, represented the Respondents and Shri Ziley Singh appeared in person.
