1. The Commission has received a Complaint petition; dated 31 January 2013 (Dy. No.: 108919/2013) from Shri Jeet Singh, New Delhi stating that the concerned PIO has demanded charges which is more than that has been prescribed, for providing information in respect of his RTI application dated 28 March 2013 submitted to the PIO, Delhi Urban Shelter Improvement Board, GNCT, Delhi. A copy of the complaint and RTI application are enclosed. In exercise of the powers vested under Section 18(1) of the Right to Information (RTI) Act, the Commission directs the Appellate Authority to enquire into the allegations made by the Complainant and send a report with the explanation of the PIO for demanding the amount more than the prescribed charges for providing copies of documents which is contrary to the provisions of Section 4(e) of the RTI Rules, 2012. Section 4(e) of the RTI Rules 2012 is as under

Fees for providing information.--Fee for providing information under subsection (4) of Section 4 and sub-sections (1) and (5), of Section 7 of the Act shall be charged at the following rates, namely:--

(a) rupees two for each page in A-3 or smaller size paper;

(b) actual cost or price of a photocopy in large size paper;

(c) actual cost or price for samples or models;

(d) rupees fifty per diskette or floppy;

(e) price fixed for a publication or rupees two per page of photocopy for extracts from the publication;

(f) no fee for inspection of records for the first hour of inspection and a fee...
