1. We heard the submissions of the Respondent. The Complainant had asked for the copies of a number of documents relating to some file which had been put up to the Prime Minister of India. He had claimed that this information had relation with human right violations and, therefore, should be provided to him. However, the CPIO declined to provide any such information on the ground that his claim that the desired information had any thing to do with human rights violation was not acceptable and that, since the NTRO was included in the second schedule to the Right to Information (RTI) Act, they were not obliged to provide this information. Instead of filing an appeal before the Appellate Authority, the Complainant has chosen to directly approach the CIC instead.
