India’s strategic interest, requires a more inclusive state (pp. 96–97). India’s
long-term interest is for Nepal to be a strong and vibrant democratic state
that accommodates the interests and aspirations of its diverse communities.
This will strengthen national harmony and cohesion and bring long-term
stability (p. 103).
Rae’s Kathmandu Dilemma is an important addition to the literature on India–
Nepal relations, as it provides a first-hand account of India’s point of view, which
has been largely neglected in recent literature. The book is a very useful source for
scholars, students, policymakers, and even general public who are interested in
the subject. The author, who had a wide inside experience as diplomat, and
personal interest to engage with the subject, has managed to write in an interesting
and enjoyable way, lucidly conveying his points. The use of data and primary
facts to corroborate his claims should be well appreciated. Yet, it should be noted
that this book was written at the fag-end of Rae’s career and the analysis is clearly
shaped more by his exposure to the events he dealt with rather than a measured
and considered scholarly inquiry. Additionally, like most contributions from
diplomats and former officials, it is evident that a key unspoken goal of the author
in this book has been to create a legacy and influence the agenda for the next
incumbent. These criticisms aside, this book is highly recommended for any
reader seeking to get a better grasp on the India–Nepal relationship.

Human rights violations have never been the top priority for the U.S. and
South Korea in dealing with North Korea. Neither Washington nor Seoul under
the Trump and Moon administrations raised the issues during their meetings with
the North Korean leader, Kim Jong-un. In 2021, the South Korean government
even banned flying anti-North Korea leaflets across the border, anticipating that
anti-North Korea activities by non-governmental human rights organisations
would only cause hostility on the North Korean side, disrupting nuclear negotiations
