Abstract
This comparative article reviews the policy interventions framed to achieve
human development within the framework of the UN Sustainable Development
Goals in two emerging economies, namely, India and South Africa. It focuses on
the instruments of development and their implications for addressing common
macroeconomic challenges such as poverty, inequality, and unemployment by
learning from the expertise of each other.

Introduction
Human development is the most important issue faced by the modern society.
Poverty and global inequality have reached a disturbing level. Development must
be able to free the extremely poor from their hopeless miseries. In discussing
means of development, physical capital always takes centre stage by surpassing
other factors of production. However, we cannot easily measure human develop-
ment in quantitative and qualitative paradigms (Haq, 1995).
India represents a culture where the earth is regarded as ‘mother’. This concept
is deeply embedded in ancient Indian texts that the earth should be kept pure, for
she is our mother! And we are her children. Similarly, in South Africa, the concept
