Abstract
Medical tourism has been a rising service industry across the world for the last
two decades. This paper outlines the theoretical perspective that governs the
study of medical tourism, analyses the development of the sector in India and
puts forth suggestions on how to promote further growth of medical tourism in
the country. The paper proposes that the observed clustering of medical facili-
ties in particular cities in India can lend itself to the development of health cities,
which could have smart infrastructure geared towards the provision of world-
standard medical care. The health cities could allow all stakeholders of the indus-
try to come together and serve as generators of revenues that can be ploughed
back into public healthcare provision.

Introduction
Medical tourism is dened as the movement of tourists to countries where they do
not ordinarily reside to access medical care (Kelley, 2013). A signicant propor-
tion of literature on the subject relates the phenomenon to globalisation, and it can
be said that the liberalisation of international trade in healthcare has created both
opportunities and challenges, especially in developing countries, for their public
and private healthcare sectors (Ajmera et al., 2015). It has also ‘taken both poli-
cymakers and researchers by surprise, as healthcare has often been regarded as the
most “local” of the service sector’ (Dahari et al., 2015).
