This First Appeal, under Section 19 of the Consumer Protection Act, 1986 (for short "the Act"), by the Complainant, is directed against the order dated 18.07.2016, passed by the Maharashtra State Consumer Disputes Redressal Commission at Mumbai (for short "the State Commission") in Consumer Complaint No. RBT/CC/14/110 in CC/08/180. By the impugned order, the State Commission has dismissed the Complaint on the ground that the Complainant had failed to prove that the Opposite Parties in the Complaint, which included the Sub-Registrar concerned, had rendered any services, as defined under Section 2(1)(o) of the Act, to the Complainant and, therefore, the Complaint under the Act was not maintainable.

Having heard learned Counsel for the Appellant and perused the Agreement to Sale, dated 26.11.2000, entered into between the Appellant and one Sandesh Govind Bhatte for sale of a part of the agricultural land, admeasuring 7000 sq. ft., bearing plots no. 228, 229 and 230 at Bombay Maharashtra Goa National Highway at village Ghodsai, Taluka Roha, District Raigad, we are in complete agreement with the State Commission that the said...
