NORTH-EAST AND EAST-ASIAN MARKET

North-East, a byname
for
eight diverse states
of
eastern -most
part
of
India is more integrated today with each other and with
'mainland; India than before. The process
had
barely begun
during. the colonial era, and it was slow. In the Nehruvian
years, it improved. In the past 25 years, it has accelerated.
The
accommodative space
of
liberal democracy
and
of
market
facilitated and expedited this process. Globalisation has further
accentuated this internal
and
external integration which in
the Modi era is rapidly moving towards a common market
with Bangladesh, Myanmar and East Asia.
Jn
the process
of
this integration, however, the
old
structures
of
tribal society,
economy, customary laws are changing. The transition and
the resultant social tensions led
to
insurgency and counter-
insurgency,
and
subsequently
to
peace accords
and
creation
of
new states or subregional autonomous councils.

NORTH-EAST, a byname for the eight states (Arunachal Pradesh, Assam,
Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura)
of
easternmost part
oflndia
is neither a disperate block
of
population nor
is
it
a monolithic social structure. Each state has different subregions and ethnic
tribal groups with different customary laws and sub-cultures. Each state
has its own distinct micro-history and was formed at different times in post
-1947 period. Each has its own contextual development trajectory. Some
of
them were not part
of
India in pre-194 7 period. Or many
of
them were
brought under the colonial jurisdiction by the colonial state. At the time
of
transfer
of
power, the Constituent Assembly developed a tribal policy which
was substantively different from the preceding colonial policy towards the
tribes~that
of
keeping them as 'excluded' or 'partially excluded' areas.
The objective was to integrate them with the Indian state, gradually and
consensually.

was also intended to bring them into the vortex
