Abstrak

Maraknya pedagang kaki lima yang memadati lingkungan kota dengan menggelar dagangannya dirua s jalan maupun ruangpublik
lainnya dirasa tidak sesuai dengan sistem penataan kota. Semakin berkembangnya PKL banyak disebabkan karen a factor lapangan
pekerjaan yang tidakmemadai bagi orang yang membutuhkannya. Keadaan demikian mendesak Pemerintah Kota Bandung untuk
menata PKL tersebut dengan membentuk suatu Peraturan Daerah Kota Bandung Nomor 4 Tahun 2011 Tentang Penataan dan
Pembinaan Pedagang Kaki Lima. Penelitian ini mengkaji model zonanisasi penataan PKL di Kota bandung(prespektif perda nomor
4 tahun 2011 tentang penataan dan pembinaan PKL) yang berdampak positif terhadap kejesahteraan PKL hambatan yang dihadapi
pemkot kota bandung dalam model zonanisasi pen ataan PKL di kota Bandung. Metode penelitian yang digunakan dalam
penelitian in i adalah penelitian kualitatif dan jenis penelitian deskriptif dengan pendekatan yuridis-empiris. Sedangkan metode
pengumpulan data yang digunakan dalam penelitian adalah metode wawancara, observasi dan studi pustaka. Teknik p engolahan
keabsahan data menggunakan Triangulasi. Hasil dan pembahasan dari penelitian ini adalah model zonanisasi dalam penataan PKL
sangat berdampak positif terhadap kesejahteraan PKL karena para PKL merasa n yaman saat berjualan dan penghasilan mereka
bertambah semenjak penerapan model zonanisasi. Kemudian ada 2 faktor hambatan yang dihadapi oleh pemkot bandung
khususnya Satpol PP dalam penataan PKL yaitu faktor internal dimana satpol PP kota bandung kekurangan personil dan
kekurangan armada. Sedangakan faktor eksternal yaitu masih ada beberapa PKL yang masih belum memahami perda n omor 4
tahun 2011 tentang penataan dan pembinaan PKL.P emkot Bandung harus bisa meningkatkan kembali penataan keseluruh PKL
yang ada di kota bandung. Kemudian perlunya pemkot menyediakan sarana dan prasarana yang lebih memadai dan terus
memberikan sosialisai kepada seluruh PKL yang ada di kota Ban dung tentang perda nomor 4 tahun 2011 tentang penataan dan
pembinaan PKL.

The rise of street vendors who crowded city environments with hold merchandi se diruas roads and other public spaces are found
to be in accordance with the city planning system. The continued development of street vendors are caused due to inadequate
employment opportunities for people in need. Thus the state of Bandung City Government urged to organize the street vendors
to form a Bandung Regional Regulation No. 4 of 2011 on Management and Develo pment street vendors.Issues examined in
this study is whether the model zonanisasi arrangement of street vendors in the city of Bandung (prescriptive regulation No. 4 of
2011 on the structuring and development PKL), a positive impact on kejesahteraan PKL. and what are the barriers facing local
government in the city of Bandung zonanisasi structuring models of street vendors in the c ity. The method used in this research
is qualitative and descriptive research w ith juridical-empirical approach. While the dat a collection methods u sed in the study
were interviews, observation and literature. The legitimacy of data processing techniques using triangulation. Results and
discussion of this study is a model in structuring PKL zonanisasi very positive impact on the welfare of st reet vendors because
the street vendors selling and feel comfortable when th eir income increas es since the adoption of the model zonanisasi. Then
there are two factors barriers faced by local government, especially municipal police duo in the arran gement of street vendors i e
internal factors whic h Satpol PP Bandung fleet personnel shortages and deficiencies. While the external factors are still some
vendors who still do not understand the regulation No. 4 of 2011 on the structuring and formation of street vendors.Bandung
municipal government should be able to increase the re-arrangemen t of existing street vendors through out the city of Bandung.
Then the need for city government to provide facilities and infrastructure more adequate and continu es to provide socialization
to all street vendors in the city of Bandung on regulation No. 4 of 2011 on the structuring and formation of street vendors.
