Third proviso to Clause (ii) of regulation 7 of the Central Electricity Regulatory Commission (Terms and Conditions of Tariff) regulations, 2009 provides that the "Commission may issue guidelines for vetting of capital cost of hydro electric project by independent agency or expert and in that event the capital cost has vetted by such agency or expert may considered by the Commission determining the tariff of hydro generating station." The Commission has notified the guidelines for vetting of capital cost of hydro electric project on 2nd August, 2010. Para 5(1) of the guidelines provides as under:
(1) The Commission shall publish on its website a panel of Designated Independent Agencies/Experts for vetting the capital cost of the hydro electric projects:
Provided that the Commission may at its discretion add or delete the names of Designated Independent Agencies/Experts for the reasons to be recorded in writing. Breach of confidentiality agreement as referred to in para 8(9) of these guidelines would be one of such reasons.

In accordance with the above provision, the Commission hereby empanels the following designated agencies/experts for the purpose of vetting of the capital cost of hydro electric project:
