Order:

  1. The Commission in its order dated 3.5.2011 had directed the Govt. of Arunachal Pradesh to confirm whether it was receiving payment from the applicant at the IEX prices after deducting the member service charge as permissible under the Power Market Regulations or as per the power prices agreed in the long term PPA. Chief Engineer, Western Electrical Zone, Department of Power, Govt. of Arunachal Pradesh in its letter dated 2.6.2011 has confirmed that as already intimated in letter dated 31.3.2010, APPCL would be entitled to charge professional fees @ 0.75% on total transaction amount as per the Power Market Regulations. However, Department of Power would continue to raise provisional bills as per the PPA rate and reconciliation of the billings would be done on final supplementary bills.
