Foreign Policies in the New World Order: The Active Non-Alignment Option
(New York: Anthem Press, 2023)
The edited book Latin American Foreign Policies in the New World Order: The
Active Non-Alignment Option by Carlos Fortin, Jorge Heine and Carlos
Ominami, and published by Anthem Press is an enthralling and transformed
perspective on theoretical foundations of non-alignment within the changed
dynamics of international relations. It lays emphasis on the revitalisation of the
concept and its application in Latin American politics. The conception of the
book according to the authors was based on two factors—the first was the
growing dispute for international primacy between the United States and China,
in which Latin America remains edgy as it has to choose between the two; and
the second was the severity of the pandemic-related crisis that hit Latin America
and the Caribbean (LAC) severely. The competence of the authors and the
themes that have been identified as provided a multi-dimensional view of the
new Avatar of non-alignment that has a definitive role in calibrating the foreign
policies of Latin America. The contents shed light on the thematic organisation—
beginning with a general overview of the emerging world order and culminating
in the specific national perspectives on active non-alignment in four major
countries. The preface and introductory part on the doctrine of active-non-
alignment (ANA) by Carlos Fortin, Jorge Heine and Carlos Ominami promises
novelty and entices the readers to delve into how the concept would be unravelled
subsequently.
The first part titled The Emerging World Order has emphasised that the
international system, although in a moment of transition and of great fluidity
that is moving toward what Acharya (2018) calls a multiplex world, also
exhibits elements of bipolarity between two great powers: the United States
and China. At the beginning of the third decade of the 2000s, the axis of
economic activity in the world switched from the North Atlantic, where it was
based for much of the twentieth century to the Asia-Pacific, which the World
Bank has called the ‘Wealth Shift’ from North to Global South (de la Torre
et al., 2015).
Commensurate with the changing world order, there has been a resurgence of the
struggle in the hearts and minds of the people of the Global South, especially Latin
America. It is in this context, that ‘the time has come to put an end to the region’s
