candidates and their supporters on the eve of Panchayat elections. Madhya
Pradesh also had to face incidents of violence and threats, while the States like
West Bengal, Karnataka and Odisha had peaceful elections. Bihar and Uttar
Pradesh also had their share of incidents of booth-capturing and violence.
The fourth chapter elaborates on the election after the 73rd Amendment Act to
the Indian Constitution in PRIs. The author highlights some of the issues rising in
PRIs elections, municipal elections in Delhi and the PRIs’ elections in Uttar
Pradesh were cancelled in 1994 due to the demand for revision of constituencies
and court cases, while in Punjab, the women chairpersons’ posts were reserved for
those Panchayats Samitis which had a majority of candidates belonging to Akali
Dal. Some states had given slightly high quotas for women, such as Karnataka at
43.6% and West Bengal at 35%. In a State like West Bengal, proportions of the
women from Scheduled Caste and Scheduled Tribe was comparatively much
larger than either among the SC and ST males or women in general.
This also highlights the issue of the mobilisation of women in PRIs. Many
women’s organisations and government agencies set about mobilising women and
raising their awareness giving them political education and encouraging them to
come forward for taking parts in the PRIs elections.
This chapter includes electoral outcomes in terms of women’s participation,
many States like Karnataka, Odisha and West Bengal had witnessed an apprecia-
ble number of women turn out as voters as well as candidates.
This chapter elaborates on violence against women in PRIs and focuses on the
experience of elected women in PRIs, women who get elected, are not treated
with respect, and they feel that their views are frequently ignored. Violence have
also taken place.
