Case No. CIC/MP/A/2014/000940:

1. The appellant Shri Ajay Singh, submitted RTI application dated 01.02.2014 before the Central Public Information Officer (CPIO), Life Insurance Corporation of India, Faizabad seeking certified copies of various orders in respect of transfers made by LIC of India, Gorakhpur Division; copies of transfer requests; guidelines for review of ACRs received from Regional Office, Kanpur etc. through nine points.

1.1. The CPIO, LIC of India, Gorakhpur vide letter dated 03.03.2014 provided information on point 1, part information on point 8; and denied information on point 3 u/s. 8(1)(j) of the RTI Act on remaining points the appellant was informed that the information was not available in material form. Dissatisfied with the reply of the CPIO, the appellant filed an appeal on 07.03.2014 before the first appellate authority (FAA). The FAA vide order dated 04.04.2014 upheld the decision of the CPIO.

1.2. Thereafter the appellant filed the present appeal before the Commission.

Case No. CIC/MP/A/2014/000972:

2. The appellant Shri Ajay Singh, submitted RTI application dated 07.12.2013 before the Central Public Information Officer (CPIO), Life Insurance Corporation of India, Gorakhpur seeking information regarding the criteria adopted for the posting of officers after promotion from other regional offices to Gorakhpur Divisional Office and placing them to local branches in the year 2012-13; whether the same was criteria adopted for transfers during the year 2012-13 and 2013-14 etc. through nine points.

2.1. The CPIO vide letter dated 31.12.2013 informed the appellant that information as sought for at points 1, 2, 3 and 8 did not fall within the definition of 'information' as defined u/s. 2(f) of the RTI Act; on remaining points the appellant was informed that the information as sought for was not available in material form. Dissatisfied with the reply of the CPIO, the appellant filed an appeal on 04.01.2014 before the first appellate authority (FAA). The FAA vide order dated 03.02.2014 while upholding the reply of the CPIO informed the appellant that no guidelines were issued for the transfers of Asstt. Administrative Officers.

2.2. Thereafter the appellant filed the present appeal before the Commission.
