This Public I nterest Litigation has been preferred by two petitioners being aggrieved with the action of the authorities in not completing a portion of road of 4 Lane East-West Corridor i.e. between Silchar to Srirampur (Assam) which was declared as National Project by the Government of I ndia, Ministry of Road Transport & Highways, particularly the stretches of Balacherra to Harengajao section and Jatinga Junction to Harangjao section and Nrimbanglo to Jatingasection. The total length of the road in question is about 80 kms. The construction work was allotted to the National Highways Authorities of I ndia (NHAI , in short) in the year 1998 and the same was scheduled to be completed in the year, 2007. But the same did not gather any momentum at all. Besides, the work on the block from Ballachera to Harangajao road (31 K.ms of National Highway 54 E) was totally stopped since there is a wildlife sanctuary in that stretch and the concerned authority did not issue necessary clearance etc.
