This petition under Article 227 of the Constitution is directed against the order dated 24.2.2015 passed by the Central Administrative Tribunal, Guwahati Bench, whereby it has allowed respondent’s OA No.252/ 2013.

The case of the respondent before the Tribunal was that on

10.4.1990, she was engaged as Civilian Switch Board Operator and was brought into regular establishment with effect from 19.12.1994 and as such, she was entitled for financial up-gradation and time bound promotion as have been given to similarly situated co-workers, while implementing the judgments and orders dated 31.3.2008 and

6.1.2009 of the Tribunal by taking initial date of appointment as the base date in calculating the length of service.
