Abstract
Public management reform is a continuum that accommodates various reform
approaches with the passage of time. The basic objective of such approaches is to
transform governance by enabling the swifter and better delivery of public services to
citizens. In 2019, the government of Odisha, a state in India, introduced teamwork,
transparency, technology and a time-bound programme for transforming governance
(popularly called the 5Ts), aiming to provide good governance to its citizens. This
article searches for a proper theory to fit this popular practice of the 5Ts approach
to governance and also proposes models for carrying out further research.

Introduction
There has been a massive deluge of discourse on governance over the last few
decades. But the myriad uses of the word ‘governance’ have failed to offer a uni-
fying denition, prompting Pierre and Peters (2000) to criticise the concept of
governance as ‘notoriously slippery’. Authors agree that governance stands for
the inclusion of multiple actors (Kooiman, 1993; Rhodes, 1996) and involves col-
lective decision-making (Peters & Pierre, 2016). Notwithstanding the innate slip-
periness, the governance discourses shifted the premise of art of governing from
policy production to problem-solving (Enroth, 2014). Inherent in the shifting of
