Given the poor infrastructure and lack of a disaster management plan at most religious shrines in India, it was a tragedy only waiting to happen. On August 3, the first day of the Shravan Navratras, a stampede at the Naina Devi temple killed 140 devotees.

A 100-m-long column of more than 20,000 devotees was inching its way up the narrow path when a rumour about a landslide triggered a wave of panic. As those in the front began pushing their way backward, a stampede followed.
