Mumbai may be one sprawling metropolis, but when the buck needs to stop, the true extent of the city's chaotic administration is revealed. There is no single entity responsible or an individual answerable to the irate citizens and confused outsiders. Why are Mumbai's trains so crowded? Because the Railways have not built new lines. The Railways say they can't as the state has not cleared encroachments even after being paid. The Government says clearing of encroachments is the job of the Mumbai Metropolitan Region Development Authority (MMRDA).
The MMRDA says it is almost there.
