Income Tax Circular No: HRD/CM/102/06/2008/09/230 (22-Jan-09) Seeking suggestions from departmental stakeholders on Cadre Review and Restructuring of Income Tax Department

Central Board of Direct Taxes has constituted a Cadre Review Committee vide office order F No. HRD/CM/102/01/2008-09/137 dated 12/12/2008 in terms of DoPT OM No. I-1019/6/2008-CRD dated 5/9/2008 pursuant to the 6th Central Pay Commission recommendations.

  1. The Committee, that has already commenced the exercise, is required to submit its report in a time bound manner by the middle of March, 2009,

  2. To make the process of consultations wide and stakeholder inclusive, it has been decided that suggestions be invited from all concerned stakeholders in the Department, including individual employees.

  3. The suggestions may cover, but may not be limited to, any of the following areas:-

    (i) Role and strategic vision of the Income Tax Department in the changing scenario,

    (ii) The organizational structure and work processes of the Income Tax Department,

    (ii) The organization and functioning of assessment, post assessment and collection setup in the Income Tax Department,

    (iv) The organization and functioning of investigation, intelligence and enforcement setup in the Income Tax Department,

    (v) The organization and functioning of Appellate and Advocacy setup in the Income Tax Department,

    (vi) The organization and functioning of taxpayer services and responsiveness of tax administration in the Income Tax Department,

    (vii) Recruitment, cadre management, deputation, and various manpower reserves etc. for IRS and other cadres,
