Summary


Law and order is critical for a well-governed state. A state with a good law and order climate has an adequate number of policemen- captured by the variable number of civil policemen on a per capita basis. Justice also requires fewer pending cases and this is captured by the inverse of pending cases as a share of total IPC cases. Typically, states with a poor lawand order climate tend to have lowreporting of crimes. Violent crimes are also more likely to be reported than non-violent crimes. Consequently, crime rates are poor proxies for lawand order. We instead look at three aspects of violence as a measure of governance. As a result, the inverses of murders, kidnappings, rapes and molestations as a share of total crimes are also included.
